Very interesting topic and question, and the answer I would suggest is not one thing but many.

The DB blazer/ sports jacket does as you say have its origin in the Royal Navy. However it was more the Navy adopting civilian fashion. Up to the 1840 from the origin of the uniform (in 1748) the officer’s uniform was a cutaway single breasted coat with a waistcoat and breeches. It was only in 1848 that the RN adopted the DB frock coat as uniform, which had been in civilian use since the late 18th century.

The civilian DB coat comes from two sources, firstly from DB overcoats, which have been around for centuries as they are very warm and practical, and the DB square cut day coats which were fashionable in the Regency era (think Mr Darcy), and which survive now as the white tie evening tails, even though you can’t button them up now of course.

The DB suit as we know it now comes from being essentially a short DB frock coat and you can see it getting shorter and shorter. Thus has always been the most formal. The DB blazer was alway very informal as seen as sports wear, traditionally in boating regattas (e.g. Henley). (Google King George V and Tsar Nicholas.)

Interestingly, the full ceremonial dress uniform of the Royal Navy still has the the regency style tail coat, in buttoned DB with a Bicorn Hat. The uniform you show above is called No1 Dress.

I find the history and evolution of style very interesting.
